Christmas and New Year services and opening times

Wirral Council has confirmed details of festive opening hours for key services.

As in previous years, the majority of council staff will take unpaid leave between Christmas and New Year as part of budget saving measures.

This means some council services won’t be available at that time. Many services can still be requested through the council website but will not receive attention until services resume on 4th January 2021.

Wirral COVID-19 testing sites

Wirral’s testing centres will be open throughout the festive period for anyone with or without symptoms to get tested.

Symptom-Free testing centres: Our symptom-free testing centres are for anyone who is NOT experiencing symptoms and are located at the Floral Pavilion, Greasby Library, Eastham Library and Birkenhead Market.

All of the symptom-free testing centres will be closed on Christmas Day, Boxing Day and New Year’s Day. Birkenhead Market will also be closed on Sunday 27 and Monday 28 December as well as Sunday 3 January. The sites will be operating on reduced hours throughout the Christmas period.

Birkenhead Market – closed on Sun 27, Mon 28 December and Sun 3 January 2021.
Symptoms Only testing centres: Our symptoms ONLY testing centres in Birkenhead, Bebington, Liscard and Heswall will be open EVERY DAY over the Christmas period but there will be some days with reduced hours so please check our website – wirral.gov.uk/test and social media channels for the most up-to-date information Wirral Council Twitter, Wirral Council Facebook and Wirral Council Instagram

Open every day 8am to 8pm except on:
Christmas Day (25 Dec) - 9am to 3pm
Mon 28 December - 9am to 3pm
Fri 1 January 2021 - 9am to 3pm
COVID-19 helpline

The helpline for residents – 0151 666 5050 – will be operating as follows:-

Thurs 24th December – 9am-5pm
Tues 29th – Thurs 31st December – 10am-4pm
From Monday 4th January – normal times

For urgent help with welfare enquiries out of hours or on bank holidays, call the Emergency Duty Team on 0151 677 6557.

Wirralinfobank is also a great tool for finding help and support within your local community.

Libraries/One Stop Shops

Wirral libraries are closed to members of the public at this time anyway due to the pandemic.

The last day for placing ‘Order and Collect’ items is Monday 21 December, before that service ends for the Christmas and New Year period.

Orders can be collected until and including:

Tues 22 December – Wallasey Central library
Weds 23 December – Bebington Central library
Weds 23 December – Birkenhead Central library
Weds 23 December – West Kirby library
Bebington, Birkenhead Central, Wallasey Central and West Kirby libraries will re-open on Monday 4 January 2021 for collection of orders. Staff will contact you to advise when your order is ready to collect that week.

All One Stop Shops in Wirral are currently closed.

Leisure centres

Wirral leisure centres remain affected by the pandemic, with a number of buildings closed to the public altogether due to them being used for COVID-19 related services.

However, some have been able to reopen with a limited number of facilities available. This can be summarised as follows:-

West Kirby Concourse: Pool, gym and exercise classes
Europa: 6 lane competition pool open – adults only (the fun pool remains closed)
Guinea Gap Leisure Centre: Pool, gym and football pitches
Bidston Tennis Centre: Gym, indoor and outdoor tennis courts, exercise classes and football pitches
Leasowe: Football pitches
The Oval: Outdoor facilities open.
Golf: all municipal golf courses
Sailing: West Kirby Marine Lake will be open for licence holders to launch their own craft
Timetables and centre schedules are available on the individual centre web pages

The opening times/dates for each centre over the Christmas and New Year period are as follows:-

Weds 23 December: Normal hours at West Kirby Concourse, Wirral Tennis Centre, Europa Pools, Guinea Gap, Leasowe, golf courses and sailing centre
Thurs 24 December: Last booking 3pm and closure at 4pm at West Kirby Concourse, Wirral Tennis Centre, Europa Pools, Guinea Gap, Leasowe and sailing centre. Normal hours at golf courses
Fri 25 and Sat 26 December: All centres closed
Sun 27 December: West Kirby Concourse, Wirral Tennis Centre and Europa Pools 3pm last booking, closed at 4pm. Guinea Gap last booking 2pm, closed at 3pm. Leasowe closed all days. Normal hours for golf and sailing centre
Mon 28, Tue 29, Wed 30, Thurs 31st December and Friday 1st January 2021: All centres closed.
Sat 2 and Sun 3 January: All centres, normal hours.
The dedicated leisure call centre for bookings and customer enquiries - 0151 606 2010 – will be available at the following times:-

Weds 23rd December - 9am – 7pm
Thurs 24th December – 9am – 3pm
Sun 27th December 9am – 3pm
Sat 2nd and Sun 3rd January – 9am – 3pm
Council Tax, Housing Benefit and Council Tax Support

The council’s general telephone services, including Council Tax and benefits support, will be closed from 5pm on Weds 23rd December, reopening on Mon 4 January 2021.

Social media

The council’s Facebook, Twitter and Instagram will not be monitored between 4pm on Thurs 24 December and 9am on Mon 4 January 2021. You might see some key messages posted on those channels, most of which will have been pre-scheduled, but there will no-one online to reply to queries.

Homelessness and housing

The Housing Options Team will be operating an emergency service only between 24 December and 4 January. In an emergency situation, where the service user has nowhere safe to stay that night, they should call the Central Advice and Duty Team on 0151 514 2222. This service operates between 9am and 5pm. If your enquiry is urgent and you are calling after 5pm, or on a bank holiday, please contact the Emergency Duty Team on 0151 677 6557.

Waste collections

This year only residents who have their bin collected on a Friday are affected.

Bins scheduled for collection on Fri 25 December will be collected on Sun 27 December
Bins scheduled for collection on Fri 1 January will be collected on Sat 2 January
Bins should be put out for collection by 7am on the new collection day, as usual.

All other collections (Monday, Tuesday, Wednesday and Thursday) will be collected as normal and there is no need for residents to do anything differently.

Gritting and winter service

Gritting teams will be on standby 24/7 every day until the Spring, including over the festive period.

Highways and street services

Please call 0151 647 7810 to report an emergency relating to:

trees
road and pavement maintenance and repairs
road signs
traffic management
traffic signal faults
fly tipping
highway drainage and flooding
dangerous buildings and structures
Registrars

The office will be closed from 1pm on 24 December and will reopen fully at 9am on 5 January 2021.

However, there will be times when people can register deaths remotely on the following days:-

People are able to register deaths remotely by phone on the following days:

Thurs 24 December:  9am – 1pm
Tues 29 and Weds 30 December – 9am – 4pm
Thurs 31 December: 9am – 1pm
Tues 5 January: open as normal
They should complete the online form requesting a death registration. A registrar will telephone them to register the death.

Birth registrations will not be possible between December 24 and January 11 2021, however people will still be able to book appointments through the council website for before December 24 or after January 11.

Children’s Services

If you’re worried about a child over Christmas and New Year, call the Integrated Front Door on 0151 606 2008, open 9am to 5pm excluding weekends and bank holidays. Out of hours, you can call the Emergency Duty Team on 0151 677 6557.

Adult Social Services

Adult social care operates through the Christmas period. If you require support or have an urgent need relating to Adult Social Care in Wirral between 9am and 5pm on 29, 30 or 31 December, please contact the Central Advice and Duty Team on 0151 514 2222 and press option 3. If you are calling after 5pm, or on any of the days not listed above, and if your enquiry is urgent, please contact the Emergency Duty Team on 0151 677 6557.
