Arrowe Park Hospital didn't provide some free parking out of choice, it was a condition when the public land from the park was permitted to become car parking.

The land they are clearing at the moment is a chargeable area, I think as it was allocated to the hospital before the car park expansion areas.

Nobody is right or wrong on this one, one day the media will moan at medical money being spent on car parks instead of treatment, the next day the media will moan at parking charges. Car parks aren't created and maintained without money, that money has to come from somewhere, either the NHS, a private car-parking company (and hence user charges) or directly from the users.
